And to be honest it all comes down to color calibration. It's probably best if you want with your monitor and computer to a shop and ask for the color calibration. Believe me, it can make a huge difference.

It's a matter of semantics but that is not "great" color representation. If you call it 'decent' then it's ok I guess

The Dell ultrasharp series is some of the best value for money on low-mid budget. If you go to the older models you should be able to pick them up for around 200-300. Not small size though; 22in+ I will try suggest some models

You don't need 1300 to get decent enough colour reproduction. I think if you are using the 2nd monitor for ref, it is important to get good colour accuracy.

If it's a secondary monitor then it not that important, generally the higher rgb mapping % the better

For $200 you won't get great color, not sure how are the prices in US but you'd probably need at least $1300 for that
