Remember that everyone you look up to an admire also was in your spot once (I think Van Gogh once said he wished he could have started where Rembrandt finished, but, like everyone else, he started where Rembrandt started), no need to be so hard on yourself!
Something I find somewhat helpful is checking your angles (I use a plumb stick pretty heavily) and checking your big relationships (if the overall height to width relationship is wrong, then something is wrong, which lets you begin your investigation).
Also, remember that the reference is the finished product when you're studying, it's unfair to compare the finished product to the work in progress. With enough time and patience you can solve the puzzle to your satisfaction! (For what its worth, I actually liked the city color study as a work itself).
