Think this is a fantastic idea. Would be great to have someone to work with on a regular basis. Would be total win-win if both sides commit. I am in the UK but I draw pretty much at any hours... Work days limit this obviously (only around 3 days a week anyway) so lets say MOSTLY around 7pm GMT onwards.
You are more than welcome to drop me an email or personal message (both of my crimson profile). I think it would be better for both parties if we were at the same level. So if you send me a link to your sketchbook or some samples of work and I'll hit you up with mine.
