Scribus is supposed to be good. I used it a few times. Not sure about how much easier to learn it is.
Inkscape is more like illustrator so the learning curve might be less, but it isn't specifically tailored towards layout. I love the program though, very good.
Another option is actually Powerpoint. It's not free but many people seem to have Office installed, and it actually has some pretty decent and simple layout features that I used to use at work, to do in-office flyers and shit. It was surprisingly useful in a pinch.
Bottom line is, everything has a learning curve, I'd say someone has to do the work and get up to speed on something!
