I don't think its that specific brush, but Dave has a video from awhile back to be able to create something similar

Just add some texture and you'll probably have something very similar to the livestream, and at the very least a good chalky sketch brush.

I mean that the center of this brush is on the top, not inside, somethink like mouse cursor
