Your wireframe from blender already looks pretty good, I don't think the topology looks bad. But if it were like the low-poly version of the model, you could probably reduce it even more. Depends of course on what its used for though.

The only hand painted element on the dagger is the etching/detailing. In this case I put on a pre-made material (comes with substance) on the model. Then in it's properties you can adjust the height map of that material. (So you can have your strokes either indent or pop out of your model.) You then add a mask on the material so then wherever you draw on the model it will only draw with the martial + properties you had set for it . Substance is wicked for this cause it's non destructive, I can wipe away/edit the etching and It wont affect the other materials.

Thank you and you're absolutely right! In this case I was hoping for a 3rd person in-game asset, I was surprised to learn even some games made in the early 2000's tri counts are quite high imo! but like you said it really is case by case basis and It's definitely something I need to look into more.
