Beg borrow or steal a working tablet from someone, or take your laptop to a store and try a new one, and see if the same problem occurs. It's the only way to see if it is the tablet itself that goes screwy with any Ps, or just your Ps settings. Alternatively you can take your tablet to another machine with PS and try it. When you mentioned reinstalling in your first post, was that for Ps or the tablet? Definitely reinstall PS if you haven't. Maybe try that first before checking with a tablet that you know works. Also you could try a different version of Ps.
