I only moved to the LA area (outside the city, I can't stand the big city) a full month ago. I was applying way before I got here.
A few of the studios who took a chance on me knew ahead of time that I wasn't currently living around LA at the time they gave me the tests. So at least for some people it doesn't matter.
But it's very possible that not being in the area at the time cut me out of the running automatically for some of my applications. I don't know.
All that said, the job I did manage to get was after I finally moved here, not before. There's always a possibility that even though they gave me a test, the companies that turned me down in the end may have decided on another applicant due to that factor. I'll never really know.
Also, practically all the animation studios are in Burbank these days. It's a city directly north of LA and more rural in comparison. They moved out there due to cheaper real estate.
There have to be some studios in actual LA, but most of the major ones (CN, Nick, Disney, Warner Bros) are in Burbank, and so are a good chunk of the mid-level ones (Bento Box, Starburns, Film Roman). And I'm grateful for that, honestly. I REALLY don't like the big city, and Burbank is totally my speed.
As it stands, actual LA is more home to every industry BESIDES animation.
